At play?

Hi...

I just saw a sentence on a book but not sure what it mean...

"The high level of physical activity enjoyed by many Americans at play has led to the observation that Americans have difficulty relaxing."

Does at play means "fuctioning, developing, working" or "at leisure time"?

Or can it mean something else? Thanks!!
