"at" or "in"?

Hi!

Should I replce the underlined "at" with "in" or any other word?

I hereby notify that your application will be adjudicated at the Berlin Regional Court on April 23, 2015.

I prefer 'in'. Or possibly 'by'. Say I hereby notify you that your application will be adjudicated in/by the Berlin Regional Court on April 23, 2015.
