At or In?

The title's meaning is murky with either preposition. Please explain what it should mean.

This is a title of my article in Russian that has to be translated into English. My mentor wrote this title, in Russian it sounds fine, so I am not sure whether I can change it.
It should mean that international organizations now pay more attention to human rights policy in Russia, especially in the light of recent resolutions on Russia, Ukraine etc.

Well, that's certainly not what 'actualization' means. I suggest something like this:

Recognition of Russian political and legal problems by international organizations

Does 'actualization' sound totally wrong or just a little bit? what does 'actualization' mean?

Actualize means to turn something into reality, fact or action (from being an idea or concept).
Actualization is the act of doing this.

Please advise whether it is possible to use 'Actualize' in a broader context - this problem was important for international organizations before (in 1990s), after that became less important (almost nothing significant happened), and now it is a part of their agenda again.
