At or In?

Dear all! How it is better to write in the title of article: "Actualization of political and legal problems of country IN or AT international organizations"? Thanks in advance!

This is a title of my article in Russian that has to be translated into English. My mentor wrote this title, in Russian it sounds fine, so I am not sure whether I can change it.
It should mean that international organizations now pay more attention to human rights policy in Russia, especially in the light of recent resolutions on Russia, Ukraine etc.
