At or by (time)

I noticed some of my friends' textings.

For example,
I am going to meet you at the mall by 1pm.
I will be there by 10am.
My friend will send me some pictures by tomorrow.

For me, I usually text or write sentences with "at". Explain me why is "by" in sentences?
