Can I say this?

Based on the person's request concerned, the school hereby issues a provisional certicate to him at his disposal/for his own use when necessary.

Yes, I need to say "at his disposal" but don;t know if it is correct in English.I mean : pending the issue of an official diploma, this provisional certificate is issued to the the person concerned just in case he needs it .for example, during the time the official diploma is not available, the concerned person (the student who has just graduated) can apply for a job , using

'At his disposal' is odd wording and is not really suitable. I'd stick with 'for his use when necessary'.

But surely, if you give someone a provisional certificate, they can try to use it in whatever way they wish?
