At / on

Hi teachers,

Excerpts from dictionaries:

1. A statement of financial condition at a given date.

2. A statement that shows the financial position of a business enterprise at a specified date by listing the asset balances and the claims on such assets.

3. a record of the financial situation of an institution on a particular date by listing its assets and the claims against those assets.

My question is I know that "on" should follow "date", I don't understand why "at", and what does "at" mean here?

At is used in a variety of contexts when progress, transition or movement is implied or involved and a certain stage is reached. In this particular case the speaker has a sort of calendar in his mind and one day in it is just one step as the days unfold. He has used at because of that.

The words 'given' and 'specified' modify date so rather than saying on this date, it makes it an exact point in time therefore at is used. (I don't think I've explained that very well, so I hope somebody either thinks of a better way, or else ask what you still don't understand).
