"at the top", "on the top floor" are both o.k. ----- "on the top" would mean outside

As far as I know locate can be used with in/on and at.I think deciding which one to use depends on the meaning of the sentence.Here it seems to me that on will be better.

IMO, the word 'located' when inserted in the sentence should not affect the choice of preposition. In fact, on second thoughts, I wonder whether 'located' is redundant.

Ah yes, now I wonder whether it can be omitted or not too but till now I thought some words affect the choice of preposition.Why?Do I make it up?:(
