Can I say,

He was doing homework at night yesterday.

He was doing his homework (late) last night. "Last night" to me means any time from 7 until 11 or so. "Late last night" would be much later, possibly into the early hours of the morning.

"Last night" to me means any time from 7 until 11 or so.

"Late last night" would be much later, possibly into the early hours of the morning. It depends on how you define "late".
