At thirty-five he was already putting on rolls of fat at neck and waistline.

Should this be '...rolls of fat on his neck and waistline'?

Why is it okay to remove the possessive pronoun in the above, but not in the below?

The question, more generally, is why it is acceptable here (albeit perhaps not usual) for the countable nouns "neck and waistline" to do without a determiner -- whether this be a possessive pronoun, article, or other.
