My friend asked me, ‘Do you need a cup of coffee or tea or a glass of water at least?’

Is the use of the word 'At least' appropriate in the sentence?

No, not particularly, but it can be interpreted in such a way that it is not completely inappropriate.

There seems to be a confusion between "Do you need?" and "Can I get you?" In the latter case "at least" makes more sense.
