He didn't say anything for a long time, but at last he talked.

Is this OK?

Can I translate 'at last' here to 'finally' or 'in the end'?

Is this OK? Yes

Can I translate 'at last' here to 'finally' or 'in the end'? I wouldn't. I see the meaning of 'at last' here as 'after a long pause'.
