I've never heard the term with 'professor' before. City Council members, for example, will be made up of people representing specific areas of the city, with one 'at-large' from no designated area. I suppos the same could be done forming a council of some sort at a university, with representatives from each faculty division, and then one 'at-large.

People at large are most people rather than just some of them. We have always tried to provide the people at large with accurate information.
I agree with Philip, I wouldn't use it with professor but wouldn't say that you can't.
