When talking about someone being present at their residence, "He is home" and "He is at home" are both OK and mean the same.
"He is home" can also mean "He has just arrived home", which "He is at home" cannot. "Honey, I'm home!" is a clichéd greeting said by a husband to his wife on returning home from work.
