at full capacity

Is 'at full capacity' only used when referring to machinery or humans as well? Would you say it is correct?

I'd rather work to full capacity the few days I do show up for work than work at 50% of capacity everyday like you.

Do you write 'to full capacity' or at full capacity'

'work at 50% capacity' or 'work to 50% capacity' or work at 50% of capacity' or 'to 50% of capacity'?
