What's the difference between "at first sight" and "at first glance" ?

They're generally interchangeable,
but with "at first glance," the focus is clearly on the observer.
With "at first sight," the focus may be more on the thing seen.

That is, the observer does the glancing, and the glance belongs to him; but the "appearance" of the thing seen may itself be considered a "sight."
