At Christmas vs. During Christmas

Hi

Could you please tell me if these sentences are natural? Also, what is appropriate? -- during Christmas, at Christmas time, etc?

  1. These streets are badly congested with shoppers and traffic at Christmas time.
  2. These streets are badly congested during Christmas.
  3. These streets are badly crowded with shoppers and traffic at Christmas time.
  4. These streets are badly crowded during Christmas.

Those phrases are OK, but I usually just say and hear 'at Christmas'.

I don't think 'crowded' sounds quite right for 'traffic'.
