"Use COPD (Chronic Obstructive Pulmonary Disease) assessment tool Emotion: cat to assess the clinical response at baseline and when changing treatment."
I read the above in one of the COPD documents.
Please grammatical function and meaning of the prepositional phrase "at baseline".
