at any one time

Hi everyone,

I am wondering whether the words "at any one time" in a sentence below refer to a certian time in the future or in the past.

As I know, the phrase "one time" usually refers to a certain time in the past.

However, here the part "to be" sounds like it refers to something in the future.

I am not sure of my thought so need your help.

If anybody would give me a hand, it would be appreciated.
