At all times

I have often seen "at all times" being used. For example in our trains: Keep all your personal belongings with you at all times. Since time is uncountable, why is the plural used? Does it refer to different situations? Why wouldn't "at all time" being used when it refers to the whole journey? So is "belongings", why is it in plural? Is it not uncountable? Perhaps they are belongings of more than one passenger.
