Oh tricky tricky! this one caught me. I was going to go on about how it mean all at once. However I think it will make more sense if you put a comma after 'defense'. All this money is going into defense when there are millions of people going without food. "at a time" is to say "at this very moment" there are a lot of hungry people who could use the support of their government.
