At a Stop vs come to a stop

I know you can say "Wait for the plane to come to a stop.

but is it ok to say?

We were at a stop when the car hit us.

It might not be the best choice since it could be ambiguous. "At a stop" can be a prepositional phrase indicating place. I'd prefer a simple, "We were standing still when the car hit us."
