Hello,

"Prince of Pot" is at a low. This is a heading from a newspaper article. To give you a little context, it adds that the Canadian throught his profitable seed sales could upend the U.S. war on drugs. But now his is stuck behind bars in Seattle.

Does "at a low" here mean that he is at a low ebb?

Fakaki"Prince of Pot" is at a low.
I think this is a twist on the expression "to be high on pot (marijuana)". That is, "low" was deliberately chosen as a contrast to "high".
