(1) At 6pm at ABC Park, fans start gathering around the venue to welcome their football star.

(2) At ABC Park at 6pm, fans start gathering around the venue to welcome their football star.


My non-native English speaking friends think the order of "6pm and ABC Park" doesn't really matter. The one you put first is the one you want to emphasize. I agree with them.
