Can you say?

1 Take the dog to the vet to see where he is at healthwaze; if he's at 50 percent helth , 80 percent...

obviously this would be in spoken english. Could you say AT PERCENT HEALTH???

It would be very strange. What could it possibly mean to say that someone was at 50% health, without saying what was wrong with them and whether or not it could be treated? And how would you expect the vet to determine the percentage?
