Association of a non-profit organisation

Please give me your feedback about this statement regarding the purpose of a new charity. It's a 'reason for association' statement needed for an application to government.
...
The Low Vision Task Force aims to supply appropriate affordable support to members of low-vision communities within New South Wales and on the Internet. Whereas many government organisations support vision-impaired people in a general way, most are unwilling or unable to focus solely on Microsoft technologies and technologies designed to work on Microsoft’s platforms. In the same way, many computer support services for the blind can not focus powerfully enough on technologies provided through Henter Joyce. Even though much excellent adaptive software exists, We intend to focus only on software used in the corporate world and hope that our narrow focus will produce a clear vision for excellence in our role. The fact that we intend to operate not-for-profit should be a welcome relief for many who are losing a race to deliver results on time and within budget.

The Task force will complement the excellent services provided through the royal Blind society to the low-vision population of New south Wales.
We aim to provide
* a user-searchable, on-line knowledge base regarding Microsoft and Henter Joyce technologies. Though both corporations have vast resources, it is very difficult and time-consuming for an average person to find the proverbial ‘needle’. Therefore, the association’s knowledge base should be task focused rather than being a random collection of artefacts.
* a current awareness nerve centre giving people specific information about emerging technologies and also a helpful context for state-of-play methods.
* a centre for learning scripting and techniques for automation (not offered by any government service)
These are three important areas of access support that often cost the user dearly. How many people can afford to pay nearly $50 per phone call for support? What options do we have? Most merely accept that computers are magic and learn to avoid a line of progression that might lead to real empowerment.
These issues are relevant to every computer user but are especially relevant to people who rely on adaptive technology to ‘listen’ to a monitor’s display. Because low-vision users are denied immediate, intuitive feedback from a visual display unit, they must learn to work-around nearly every aspect of human/computer interaction. For this reason, every serious user of low-vision technology is also a ‘developer’ and a pioneer. Developer’s issues are frequently reserved for the programmer even though the information might benefit many if methods and applications were explained simply.
We believe that the Task force will fit a niche that has been begging to be filled for a decade or more. If the need is not met now, it will only increase as time races by.

The Low Vision Task force, an Incorporated association, has documented rules. These rules closely follow the Model Rules set out in Schedule 1 of the Associations Incorporation Act, 1984...

Hello Pretty good proposal. I have only a few minor suggestions: "cannot" is usually one word unless you're emphasising the NOT very strongly. There are several repetitions of the word "focus", which may be considered an unfortunate methaphor, given the subject matter.
