I expect you are misreading "that weeping comes to be ..." as a relative clause modifying "feelings of grief and pain". In fact, "that" is a conjunction, part of a "it is because ... that ..." structure.

By the way, just so you know, the phrase "not satisfactory" is used when you have a right to expect or demand something from someone. It
