asking to be witnessed

1. what does the highlighted sentence what to say? What is that disapproval? Does " asking to be witnessed" mean "asking people to merely watch them and think about them instead of rapidly condemning them"?

context:

Where graffiti may be viewed as radically creative as opposed to inanely destructive, however, is in its choice of location and its desire to be witnessed rather than merely condemned, though asking to be witnessed arguably still carries with it a necessary element of disapproval.

I think it is supposed to mean that the word "witnessed" has a nuance that the witnesser disapproves of what he or she sees. I'm not sure that the words written exactly say this though.
