Asking the structure "It is adj that SVO"

Hello everyone,

I am reading, I saw this sentence which made me not understand why it is that so.

"In addition, it is critical that children’s development and learning be monitored from an early stage at individual and system level."

May I ask you to explain why it is "be monitored" but not "are monitored". I searched for the structure It is adj that SV(infinitive)O, but found no result.
