Asking about time

#1

A: What time do we have break (US recess)? (in school)

B: At 11 a.m

#2

A: When do we have break?

B: At 11 a.m

#3

A: When/what time is break?

B: At 11 a.m

To me sentence #1 and #2 make sense, but does sentence number 3 make sense? Is it correct and natural? If not, what is the correct way of saying sentence #3.

A more common answer than at 11 a.m. is simply 11.
