We cannot judge from your extract what is being 'witnessed', and 'witness' has several meanings, one of which is vaguely synonymous with 'spectator'. The former usually sees a crime or legal event, while the latter usually sees a sport or other visual entertainment. Being unable to do something does not make someone dumb, however: can you pilot a helicopter?

  • 'So much and no more' is a fixed phrase meaning 'an adequate / a limited amount', and that amount will be defined by the context.
