'as~as~' comparison - clause/ phrase

A-1. He is as tall as my brother.
B-2. We've dated as long as 10 years.
B-3. As early as the first millennium BCE silk goods began turning up in Siberia having traveled over the Silk Road.
I have thought in "as~as~" comparison, the latter "as" is always a conjunction involving implicit words.
But, in the category B, the latter "as" seems like it introduces a adverbial phrase.
So, I'd like to know if "as~as~" comparison can play the role of an adverbial phrase, not a clause.
