As witnessed by

1) He put the money in a bag and tied it around his waist as witnessed by officer Dean.

2) He put the money in a bag and tied it around his waist, as witnessed by officer Dean.


Does the comma make a difference?

I think '1' is saying that he did it in the manner witnessed by officer Dean, and that doesn't make much sense.

'2' is simply saying he did it and this was witnessed by officer Dean. So, officer Dean is basically being cited as the source of the information.


Is that correct?
