As well as

"as well as" is an additional phrase.

As well as speaking French, I also speak Japanese.(beginning)

I speak Japanese as well as French.(end1)

I speak Japanese and French as well. (end2)

Can I put it at the beginning and the end as well?

OK. But I'd add a comma, to avoid the interpetation that your abilty to speak Japanese is as good as your ability to speak French.
