"As well as"

A friend and I are having a discussion as to which of these sentences, if either, is phrased correctly:

1. "Managers can hire and fire employees, as well as determine all rules of employee conduct."

2. "Managers can hire and fire employees, as well as determining all rules of employee conduct."

  • I guess if you repeat the "can," it's more obvious: They can hire X and can determining Y.
