To my ear, the comparison is reversed, although the difference may be small.

With #1, they may have broken out yesterday in the other major cites, and today they broke out in the capital. (Riots broke out in the capital, as we have been seeing in the other major cities.)

With #2, there seems to be the possibility that the rioting began in the capit
