I heard this on television. Has the person misused the words "as to"?

He is going to get his shoulder checked out by the doctor. We will go from there as to when he will be able to come back to work.

The meaning is clear, but I wouldn't have chosen those words.
I would say 'We will go from there (in deciding)(and decide) when he will be able to come back to work.'
