As they make them

Hi

Three guys were talking. They had a problem. One of them (Tom) suggested that maybe they should call Alex (Secret Service agent) and ask him for help. Another one didn't want it because he didn't like Alex.

The third one said: He's as professional and brave as they make 'em. And I think Tom's got something.

I just take it to mean that Alex is a professional and is brave (does this phrase "as they make them" mean anything here?)

"Tom's got something" - maybe it means that "Tom's got some idea" (about what to do).
