Dear Teacher,

I have met such a sentence when I read David Copperfield:

And you couldn't so properly have said he wore a hat, as that he was covered in a-top, like an old building, with something pitchy.

My question: What's the meaning of "as that" in the sentence? What's the function of it? its part of speech?
