As suspicious of

Hi teachers,

The myriad jihadi groups working out of sanctuaries in the Pakistani tribal areas are as suspicious of volunteers coming from the West as they are of Afghans, Pakistani.....Kashmir.

Does this mean:

The myriad jihadi groups are suspicious of volunteers from the West.

The myriad jihadi groups are suspicious of Aghans, Pakistani...Kasmir.

The degree of suspicious is the same.
