As such

Terrorism is a threat and as such must be combated.

I parse such as a pronoun and threat as its antecedent in the sentence above.

I understand that as is a preposition and the head of the PP as such must be combated.

I see such must be combated as a finite clause and complement of the "as" in the PP.
