Can I say,

She was as scared as a mouse.

You can, but the simile doesn't quite work for me because mice are not "scared" by nature -- they're only scared if something scares them. A mouse could be snuggled up in its nest, and not scared at all. For me it would be better as "as scared as a mouse in a cattery" or something like that.
