As recently as

Dear native teachers,

Could you possibly tell me the meaning of AS RECENTLY AS in the below sentence?

As recently as October 7, in a presidential debate, Mr Obama said: "We will kill bin Laden. We will crush al Qaeda. That has to be our biggest national security priority."

Can "As recently as" be used interchangeably with" as late as" ?

Thank you in advance

Hi Tuongvan,
Can "As recently as" be used interchangeably with" as late as" ?
Yes, you can.

As late(=As recently)as the 1980s they were still using horses on this farm.

As recently as October 7 ... Mr Obama said ...

=~ Not longer ago than October 7, ..., Mr. Obama said ...
=~ It was not so very long ago -- it was October 7 as a matter of fact -- that, ..., Mr. Obama said ...

(We cannot claim that these opinions are so old that Mr. Obama probably no longer stands by them.)
