"The original bargain" means what the first agreement was, the initial deal. There are apparently two or more people here conducting business. They had come to an agreement about what they were going to do, how much they would charge, or some other aspect of a business deal. That aspect is what is meant by "the original bargain."

"as one to ten" seems to mean 10%, that with the more material attractions, one person in ten (or 10%) are interested or take part in this business venture. So, for the business venture about which the narrator speaks, more than 10% are interested.
