Does "as of this coming Tuesday" in the above amount to "by" and "until?" Thanks.

I would say no. Certainly not "until". It's closer to "by", but not exactly that either. It's not really very different from the version without "as of":

This coming Tuesday Anne Porter will have been ...

"as of" makes Tuesday the first point in time
