We encourage the emphasis on practical skills as of equal importance with scholarship.

What's the grammatical funcaiton of "as" in the sentence, can we delete it?

It's actually quite a bad sentence, mainly because of the use of "encourage". It would make better sense with "consider" instead. The use of "as" here is for a comparison. These would be better, in my view:

"We consider that practical skills and scholarship are equally important."

"We encourage students to consider practical skills and scholarship as equally
