As much or as many?

Hello,

can you please tell me which form should I use in this sentence?

"As many/much as 20 % of people were dissatified with the service".

Thank You

It should be "many", since the constituent people are individually countable. Compare "as much as 20% of the company's revenue". There should be no space before a percentage sign.
