As much as possible

We have to save as much water as possible VS. We have to save water as much as possible. I feel like there is a subtle difference in meaning between them and "as much as possible" in the second means "often" ,not a lot of water. What do you think? The meanings of them are the same or different? Thank you as always and I really hope to hear from you.
