As much as/ as little as

1. His dead body was discovered as early as the year 1970.
2. His dead body was discovered as late as the year 1970.
3. I have money as much as $2000.
4. I have money as little as $2000.

I'd like to know if the following are right.

In #1, the year can indicate 1970, 1971, 1972, and so on.
In #2, the year can indicate 1970, 1969, 1968, and so on.
In #3, the money can indicate 200, 199, 198, and so on.
In #4, the money can indicate 200, 201, 202, and so on.

These phrasings are ambiguous to me without full context. They may indicate lower or upper bounds of an unknown quantity, as you suggest, or they may be a way of emphasising the largeness or smallness of a quantity that is known. #3 and #4 are not correct English, however.

In 1 and 2, the phrase 'the year' is not necessary.
In 3 and 4, the word 'money' is wrong.

It's surprising that it was not discovered later, eg in 1971/2/3 etc.
