Does "as much again" really mean "twice, double"? We have this phrase covered in English-Japanese dictionaries, but I hardly see it actually used. Is it old-fashoned?

Yes it does mean 'the same amount again' so twice or double. It still gets used but isn't the commonest of phrases.
