As likely as?

Hi! everyone.Please tell me if this sentence is right? What should I use in it "than" or "as"?
-People who have trouble sleeping are twice as likely to die early as who sleep 8 hours at night.
-People who have trouble sleeping are twice as likely to die early than who sleep 8 hours at night.
Which is correct? (and is "as likely to as or than" idiom). Could you tell me what"as likely as not" mean?
